Indonesia’s international borders are now partially open to foreign visitors, this has been in effect since 15 September 2021. Whilst still limited to a handful of countries, with tight entry regulations, international entry into the country is permitted. Furthermore, Bali’s Ngurah Rai International Airport has opened to foreign visitors from 14 October 2021.

Entering Indonesia : International Borders Re-opened

Indonesia’s international borders were opened on 15 September 2021, after the release of an official circular letter from Indonesia’s Ministry of Law and Human Rights (Circular Letter 34/2021); the letter officially states that visas and immigration permits can once again be granted, lifting the ban previously imposed by a previous Circular Letter (No 27/2021).

Indonesia’s Ministry of Transportation has released the latest circular letter (Circular Letter 85/2021) regarding the guidelines for the implementation of International Travel by Air Transportation during the COVID-19 Pandemic, effective from 14 October 2021.

Note: Indonesian immigration reserves the right to deny entry from countries that show a continued high spread of Covid-19, or are known to have cases of the B.1.621 variant.

Visas/Permits that are being granted and allow entry into Indonesia include:

• Diplomatic and Official visa holders/stay permits
• Holders of Indonesia Temporary Residence Card (KITAS) and Indonesia Permanent Residence Card (KITAP).
• Visitor and limited stay visas.
• All non-immigrant crew members or cabin crews arriving on any vessel or aircraft from any port or place outside Indonesia.
• Asia-Pacific Economic Cooperation (APEC) Business Travel Card holder
• Traditional Border Crossing pass/card holder.

Foreigners holding Visitor Visa and Temporary Stay Visa issued from 22 April 2021 to 18 July 2021 that have not been used, can enter Indonesia through land borders, airports, or certain ports before 16 October 2021 after reactivation of eVisa.

Reactivation of Visitor Visa and Limited Stay Visa will be done automatically by the system. The Directorate General of Immigration will send the reactivated Visa to the email address registered when applying for the Visa.

Foreigners and guarantors can currently apply for a Visit Visa (B211) and a Limited Stay Visa. Application for Visa on Arrival and temporary Visa exemption facility is currently still closed.

• Foreign arrivals must present a negative result of the RT-PCR test in the country of origin, maximum test sampling 3×24 hours before departure. Test results are shown during a health check on arrival.
• Foreign nationals entering the Indonesian territory of the Republic of Indonesia are required to show a COVID-19 vaccination card/certificate (in physical form or digital form) with first dose or second dose according to the vaccination protocol standard issued by the health authorities or pharmaceutical companies that produce the vaccines valid in their respective countries.
• Foreign nationals under the age of 12 years, travelling with their parents and entering Indonesian territory or travelling with domestic flights, are exempted from showing a COVID-19 vaccination card/certificate.
• Foreign nationals who are active flight crew members or ship crew members who intend to leave the Indonesian territory are exempted from showing a COVID-19 vaccination card/certificate but are required to provide other applicable health protocol requirements.
• The obligation to show a COVID-19 vaccination card or certificate (physical or digital) is excluded for foreigners holding diplomatic visas and service visas related to official/state visits of foreign officials at ministerial level and above, and foreigners who enter Indonesia with the Travel Corridor Arrangement scheme, according to the principle of reciprocity while still implementing strict health protocols.
• Foreign arrivals must complete the eHAC Indonesia (Indonesia Health Alert Card) form through the PeduliLindungi app on their smartphones and show the details to the officer upon arrival. Or visit the website inahac.kemkes.go.id to fill out via the website.

Ports of Entry

The following is a list of immigration checkpoints at international airports that are still open, entry points for international travellers, foreign workers, and Indonesian migrant workers. Prior to this, international travellers can fly into Jakarta, quarantine there, then take a domestic flight to Bali.

As stated on Circular Letter 85/2021 from the Ministry of Transportation, Bali’s international airport is now open to foreign travellers that have received the first vaccination dose or have been fully vaccinated. The opening of Bali’s International Airport will allow arrival directly onto the island, though limited to several countries (list of countries below).

Foreign arrivals must take a RT-PCR test upon entry and wait for their result, before moving on to their quarantine accommodation.

Arrivals will have to quarantine for a total of 3 or 5 days (depending on their COVID-19 vaccination status) in a designated quarantine hotel. All foreign arrivals must have proof of booking in one of these hotels. The official list of Bali quarantine hotels can be found below.

Bali Entry Requirements for International Travellers

• Valid e-VISA for entry into Indonesia for foreign travellers.
• B211A for tourism need to provide evidence of funds in their bank of at least USD 2000 and confirmation and payment receipt from the accommodation where they are staying for the duration of their trip including quarantine hotel.

• Negative PCR test that is taken within 3×24 hours (72 hours) of departure.
• Quarantine 3×24 hours (3 days) for foreign travellers who have been fully vaccinated or 5×24 hours (5 days) for foreign travelers who have received first dose of vaccine in a designated quarantine hotel (list of approved hotels below)
• Confirmed quarantine hotel booking (with QR code from Hotel).

• Proof of vaccination (physical or digital) in English.
• Show health insurance/travel insurance coverage up to USD 100,000.
• Carry out a second RT-PCR test on the 4th day of quarantine for foreign travellers undergoing a 5-day quarantine; or on the 3rd day of quarantine for foreign travellers undergoing a 3-day quarantine.
